Implement Github Workflow Log Viewer

[m2rads]

Added functionality to fetch and display workflow logs, implemented log viewing toggle in pull requests, and updated tests and schemas accordingly.

Addresses this issue in 2 steps: Build feature/update codebase to get tests to pass (TDD!)

1. Display logs in pull requests, grouped by .yml steps.
2. Provide relevant logs to AI for fixing failing tests. (Next PR)

Key Changes

• New Log View Component
• Integration with Pull Request View
• Add new server functions to download and unzip logs from Github and fetch latest run id in github.tsx
• Type Definitions Updates
• Add tests to cover new changes
