Add publiccode.yml #21

Would you be interested in a patch to add a metadata file like https://github.com/globaleaks/GlobaLeaks/blob/master/publiccode.yml ? It's necessary to be included in https://developers.italia.it/en/software/ , the list of free software which the Italian state will heavily advertise to the public sector in Italy.

@nemobis GlobaLeaks is already in Developers Italia and it's a fully maintained version with more than 5 years ahead of development.

Join our slack at https://slack.hermescenter.org where in the channel #globaleaks-support-en there are tons of international users supporting each other and in #globaleaks-support-it a lot of public agency administrators that use the modern GlobaLeaks 3.10 configuring like the ANAC setup, but with modern features.

Ok thanks, this would be worth mentioning in the README IMHO. Looking at the recent activity, I didn't notice.

I don't use Slack but I might join an IRC channel if there is one!
