Multiple info-popups stay visible when clicking directly on popup icon. Once a popup is visible, clicking anywhere should close all visible popups, and then open a popup if the user clicked on another popup icon

Reduced to one event handler that creates a one-time 'html' level onclick event to clear all popups.
