Breaking respond.js #398

What steps will reproduce the problem?
1. include respond.js
2. include IE9.js (before or after)

What is the expected output? What do you see instead?

IE9.js is working and fixing some issues in the design, but the Respond.js is 
no longer working and you don't have a responsive site 

What version of the product are you using? On what operating system?

latest beta (4) and as a hosting I use IIS
