Can't create new user accounts #88

It seems user registration is broken in version 0.5.0, new users get the message "Please wait some time before creating a new user." no matter wether they sign up from a new IP or not.

Hello, I’ve tried deploying lamer news on heroku. I added the redis URL but I get the same error when trying to create an account. "Please wait some time before creating a new user." I don't see anything peculiar in the logs.
