ANTLR 4.7.1? #2109

The last release was in March. There hasn't been a huge amount of stuff since then, but there have been quite a lot of bugfixes (including https://github.com/antlr/antlr4/pull/1969 in particular which I'm interested in). Perhaps it's time for a 4.7.1 release?
