This seems to be a configuration problem of the webhost. When opening either antlr.org or antlr3.org without a www prefix the browser is redirected to the (maintenance) website of the scottish parliament (at least that's what the text says).

Using www.antlr.org and www.antlr3.org everything is fine. You may want to fix subdomain handling for the antlr and antlr3 domains @parrt.

Interesting. I wonder if this is some weird DNS set up thing or github, which hosts the websites.
