Change RST pullup from 2k2 to 4k7 and note I2C pull-ups as DNP #4

The Host will likely have all required I2C pull ups, so those can be DNP on the board. Changed pull up on RST_TRST net from 2k2 to 4k7 because that was the last 2k2 resistor being placed.
