Actually build 3.11 wheels #66

@OndrejSlamecka points out that 3.11 wheels aren't actually being built. Looks like our version of cibuildwheel is too low; so I'll jump bump it as high as it'll go.

3.7 is also EOL but I won't delete references to it until that causes problems.
