UTF8'izing files #124

Most (if not all) video players deal (or, rather expect) UTF-8 files.

And, when the file isn't UTF8, unless you make select the correct 
codepage/charset for the font in the player, subtitles might be displayed 
'funny'.

Since SE can determine the encoding of the incoming file, I expect it would be 
easy to convert the it to UTF8.

If so, could you make it an option (in Settings) to give us the choice to force 
the saved file to be UTF8.
