Autobalancing text feature doesn't always work #131

What steps will reproduce the problem?
1. Highlighting subtitles that have too many characters per row.
2. Using the "Autobalance Selected Lines" feature.
3. If character count exceeds maximum for two lines of text, it will not wrap 
the extra characters and create subtitles consisting of three lines of text of 
more or less equal length.

What is the expected output? What do you see instead?
Is it possible to change settings to that three rows of subtitle text are 
permitted and can then be balanced?

What version of the product are you using? On what operating system?
3.1.1.
