[Sugggestion] Import Turkish PAC files #139

When I try to open PAC files in Turkish, I can't seen my language in the list 
and TR specific characters don't appear correctly.

Could you please add an option to cover Latin Extended characters as well?

Thank you for the reply. Here they are.

Ç, Ğ, ı, İ Ç, Ş, Ü are the letters I'm talking about.
