Loosen dependencies #53

As the latest Phoenix version is 1.3.2, it doesn't make sense to pin to 1.3.0. Updating to 0.6.9 is virtually impossible when you are using the latest Phoenix version.

For a new release: yes.

That is usually up to the maintainer whenever a new version is released.
