fix for windows #1

Current version does not work on Windows. I don't know how it will be work on another operation systems..

I am going to merge this PR, the execution of the Windows implementation should have been made conditional upon $OperatingSystem. I will refactor the paclet's code after the merge.

I made the refactoring and submitted the new version of the paclet, 1.0.3 -- please, verify it works on Windows!
