Width of footnote separating line #18

Shortening of the line above the footnotes is currently being achieved by setting the footnote div to 80% width. Change this so that the footnote body width is not affected by this. Probably can't be done with a border; use HR instead? Perhaps set up footnote template with an HR.

This is done. (Still needs to be made into a template if footnotes are to be used on many pages.)
