Feature Request: use locale-specific number format #175

My locale (pt_BR) uses comma (,) as decimal separator and period (.) as thousands separator, but Tad uses the en_US setting which is the opposite. It would be great if Tad respected the Date and Time settings to choose the separator characters. Thanks!
