Clarify the purpose of each model.

Ideas

EventProblem represents that problem for a specific context (e.g. class, language, event) and might include specific guidance text, selection of test cases
Problem represents a generic template and might include a short general explanation of the problem and a larger bank of test cases

The work encapsulated by this epic is not clearly defined. A clearly vision should bring the estimate down.
