Upgrade packageManager to pnpm@9.1.1 #468

Describe the feature you'd like to request

packageManager is set to pnpm@7.27.0. However, latest pnpm is 9.1.1. Thus it should be updated.

Describe the solution you'd like

Update packageManager field in root package.json

Describe alternatives you've considered

set the "package-manager-strict" configuration to "false" or set the "COREPACK_ENABLE_STRICT" environment variable to "0"
