fix issue of document template menu and tabOfContent

• widen tabOfContent from 160px to 204 px referrence to yuque UI;
• tabOfContent ellipsis text;
• make menu can scroll when it over 100vh;

1. hover 到侧边栏再出滚动条，这样不会把右侧蓝色高亮条遮盖掉。
2. footer 向右侧缩进，优先展示 menu。
