Let the user navigate to the build monitor they want to display #1

If the project or build type is not specified in the Piazza URL, list the
projects and/or build types and let the user navigate to the build monitor
they want to display.

Actually... I'd prefer to plug a link from the TeamCity page to the piazza 
monitor. 
The user can then navigate to the monitor through the normal TeamCity GUI.

Low priority because it depends on the changes to the plugin model coming in 
the next
version of Team City, and you don't need to navigate to a monitor because they 
have
well-defined URLs.

A working implementation is checked in to SVN head, but is a bit of a kludge and
needs some refactoring.
