Common portrait URL suffix #22

Let the administrator configure a suffix to be appended to all portrait URLs.

This will make it easier to set the size of all images and default image
type when portraits are stored on Gravatar.

Or... have a portrait-url-template that is expanded with whatever is in the
portrait attribute for each user.

Team-Piazza supports Gravatar now. As default the size of the images is 150px. 
However, the admin should define the default size in the preferences.
