Have a server-status page showing whether all build-configs are green/red across all projects #33

It'd be nice to have a page that would show whether the server as a whole
is green, yellow (building) or red.

We'd like to use this as a high-level status indicator - communal monitor
in the office kind of thing.  If it goes red, we know to look at the server
to see what's wrong - or perhaps this page could show currently-red
build-configs grouped by project.
