Ajaxify the auto-refresh #5

A Piazza page should use Javascript magic instead of a meta tag to auto 
refresh so that it can cope with losing its connection with the Team City 
server (when the server is being restarted, for example).

Changed to low priority because modern browsers are much less flickery
