Set up users etc. #1

Have you thought about adding users and giving them permissions etc. in terraform, like you can in github, rather than just managing tickets?

I found this project hoping this is something that will be supported. But sadly is not. I think user management, project and dashboard configuration is a bigger use case than what this provider does right now
