[RA2] Add Application Packaging specs #2511

Deployment level - helm etc. We need a description and specs for the packaging mechanism for containerised applications - do we use e.g. helm v2 v3 or something else and why?

Should also clarify what is consuming this package.

NFVO level - TOSCA / SOL1/SOL4 v4 / ONAP CSAR + ASD - should not be in scope
