Which products are relevant to this feature request?
Google Earth

What should this feature enhancement do?
Allow KML to specify an anchor location on a placemark icon other than top 
right.  Perhaps some flow control or alignment options also.

Are there any currently known workarounds that produce the same, or 
similar, result?
Not that I know of.
