Is your feature request related to a problem? Please describe. Greeting message on new issues is needed to welcome contributors and provide immediate guidance or important information that they need to know before contributing.

Describe the solution you'd like I would like to propose adding a new GitHub Actions workflow to the repository. The purpose of this workflow is to automatically generate a greeting message whenever a new issue is raised. This would help in acknowledging the issue submitter promptly, enhancing their engagement with the project. The workflow will be defined within the .github/workflows directory.
