Fix org.franca.help build and add it to Maven build. #37

Currently org.franca.help depends on plug-ins which are not publicly available 
yet. Thus, it is hard to build this project. 

Workaround: Simply ignore this plugin. It serves only to create the Franca User 
Guide and is not needed for Franca releases. 

The dependencies should be fixed (somehow), in order to include this project in 
the regular build.

Solved for 0.9.0 with a series of commits, first one is 6e6d4e3, last one is 
c4184d9.
