Franca help plug-ins declares too many dependencies #88

We're trying to integrate the Franca Help plug-in into our own IDE. The plug-in 
must declare all its dependencies as optional. Otherwise our product has to 
contain for example xdoc. We just want to have a help plug-in with the html 
pages and no other dependencies.
