Default set-up for new install does not show add or remove layer buttons #44

What steps will reproduce the problem?
1. Fresh install of the AtlasMapper.
2. Create the demo client

What is the expected output? What do you see instead?
The demo client does not have the add and remove layers enabled by default.

What version of the product are you using? On what operating system?
1.3-rc3

Workaround:
Go to the client configuration/advanced and check the "Show Add [+] and Remove 
[-] layer buttons"

This issue will be fixed on the next release (1.3.1)

This is also a problem with verion 1.3
