Can't add a layer white or blacklist to clients, forces the use of duplicate data sources #78

When creating a regionally or topic specific client it is useful to take 
existing data sources and to filter the set of layers that are shown based the 
region or topic. 

Unfortunately since black and white layer lists can not be added to the client 
and only data sources we are forced to create duplicate data sources for each 
of the filtering rules we wish to apply for each client.

This make maintenance more of a problem.
