Implement "ACCESS" for the AnVIL #442

The AnVIL Project will utilize two sources for user access information 1) dbGaP telemetry files and 2) a manual whitelist used to provide access to members of consortia who are not required to request access through dbGaP.

To allow for this, both a staging and a production version of "ACCESS" must be implemented, with the staging implementation providing access to both internalstaging.theanvil.io and staging.theanvil.io and with the production version providing access to data

What: UChicago will stand up the access GUI for the AnVIL. The access GUI will allow Admins/PIs to grant access users at the project level. This will be dedicated to the AnVIL and will not provide functionality associated with other commons such as BDC.
