Fixing an import issue
- When importing an older saved collection from file, the DB structure upgrades should be skipped since the DB will be created with the latest structure; only content upgrades should be run
Updating unit tests to be more robust by disabling the async tasks when running
Adding CI actions to run unit tests for PRs
