PCB settings dialog? #2113

I wonder if the autorouter settings dialog (issue #1475) could become a general 
pcb settings dialog, continuing to use the distinction of professional vs. 
homebrew vs. custom. This dialog would control, for example:

tracewidth and via size (for autorouting -- what the autorouter dialog does now)

keepout (for drc, autorouting, and groundfill).  I am not sure whether this is 
one value or three

perhaps the ground fill seeds dialog could be moved here, and maybe the choice 
of ground fill vs. copper fill?

All these settings would be saved with the sketch, and the latest values used 
as the default settings for the next new sketch.
