Provide a dockerfile to compile the source

This dockerfile allows to build avcut without having all deps on the host system.

Is it possible to move these files into the dist/ subdirectory or would this make the build process more difficult?

Thanks for your feedback, I think it doesn't matter where it is located. I just choosed a new one to not interferer with other stuff
