Add LICENSE #39

As discussed with @anz-daddy, keep in sync with other https://github.com/anz-bank repos and use Apache 2.0 license.

The linked issue already has a PR (#25) to add the license. @anzdaddy has a comment that some process issues need to be resolved before it can be merged. This should be done and this PR can be closed.
