(alpha) Solana Pay V1.1 Specification #169

Summary:

  1. Created message-signing-spec.md that contains the specification for message signing via Solana Pay.
  2. Created SPEC1.1.md that outlines how the V1 specification can be modified to support error handling.

I opted to remove the code changes from my earlier PR and focus on getting the new specs circulating. I will come back to code changes after the spec review has progressed a bit further.
