Adds CSS #40

Adds CSS as a language.

Would've been nice if we had a better logo than the old CSS3 one, but what can we do!

I also don't think we have any mascot/emoji fitting for CSS (and I don't know what it is used for), so I used a raccoon one, inspired by the https://front-end.social/about instance's mascot, where there are many of us, CSS developers.

I might've missed something, or did something incorrectly (I did not attempt to run it locally). You are welcome to modify anything, or please let me know what to change.

Yeah, the logo isn't the best but I can't find a better one either so it will have to do!
