Add RemoveEmptyDataSet to codeCleanupActions #570

It would be helpfull to have the possibility to add RemoveEmptyDataSet to alOutline.codeCleanupActions; RemoveEmptyDataSet will remove the empty dataset section in a report.

also, RemoveEmptyLabels, to remove the empty labels section in a report.
