Test 51xx scenario #1

51xx should be playable, needs testing and balancing for comparison with the remaining scenarios.

Tested - general flow works. Balancing and text polishing needed.

We also need to see if we can expand/twist the scenario (at present, it's pretty close to the IIRTC version, but with Fran having more agency... but we can probably do more with Fran's choices rather than having so much randomness, especially at high experience.)
