A suggested set is in the LIST already, with INCLUDE files. We might want to prune this to the minimum (2) for testing.

We might want to explicitly include at least 1 more scenario from IIRTC playthrough on Discord.

Pattern will be set by 51xx balancing - we should have net "zero change" across the best and the worst results for a scenario, combined, and all scenarios should have the same max frustration and energy costs in the worst cases.

59xx begun, which will be a more radical departure from the actual scenario the Committee sees, and informed by a rather more recent scenario like it.

I think 10xx would also be nice to do something with.
