This will be the first task for the project... This is something new because I usually just have each subsystem handle its data. I want all the config data to be handle by a Configuration system.

Alright I just got started on Configuration. For now I'm just going to add in windowing stuff. I'm going to keep this issue open because I'll be changing it over time.
