Create a a new color theme for TurboSpeedGE

I need to sit down and re theme the color scheme of tsge because its going to be a very different product from Godot. My aim is sell (metaphorically because its going to be free engine) and more straightforward interface and to do this is to start with how to application is themed. Basically I'll be sticking with a dark theme. This will prepare for a future workflow update.

• [ ] Chose a primary background color and a primary foreground color. Most likely the dark color will be a complementary color for the logo.
• [ ] Research a bit of color theory and grab stuff for complementary colors and other offsetting colors that will make since for the theme of the engine

I've been looking at how godot handles themes. I'm considering to let the editor keep it theme for now until the next update
