Incorrect authorisation with multiple browser windows #176

Steps to reproduce

  1. Go to https://aatams-systest.aodn.org.au/aatams/ in a browser window ("window 1")
  2. Go to https://aatams-systest.aodn.org.au/aatams/ in a different browser window ("window 2")
  3. Sign in in window 1
  4. Refresh window 2

What does happen User is signed-in in window 2

What should happen User remains unauthorised in window 2

I was able to recreate this issue with Chrome today so this still needs to be looked after.
