Project field must be made mandatory in the Tag creation page #350

When logged in, go to the Tag creation page. The second field Project is not shown as mandatory, but, it is actually required by the web app since James Van Den Broek (James.VanDenBroek@sims.org.au) experienced the Grails error below when he tried to register a tag and leave the Project field blank.
