User permissions can now be 'Revoked' without deletions

Looking good @pmbohm, tested all the combinations I could think of on the dev-instance VM with the full db content and didn't see any delete cascading effect when compared to prod.

Only comment is regarding version number: prod is 3.24.1, yours is 3.24.0.

The version number is written into config from the Jenkins job, now its time for me to fix the tests!
