Step 1 Bounding boxes and minimaps not displaying correctly

Steps to reproduce:

Refresh portal in firefox (this is the most sever case) Look at result minimaps

What should happen:

Baselayers all appear coretcly with detail of ocean and land, and orange bounding boxes are located over this where they would be expected to

What does happen:

Baselayers are either not showing or only partly showing and bounding boxes (in particular soop) are way off where they should be showing

Needed spatial extent's to be updated in RC and systest with correct spatial reference system. There were some issues with the job that does this which we've fixed and some supporting db changes which we have applied to harvest_rc. The bounding polygon's look good to me now.
