No filter tab on rc.aodn.org.au/IMOS #249

Not sure if there is meant to be a filter tab on the above instance but there is not one when the Argo Floats layer is added but it is visible on prod AODN and IMOS and rc aodn.

Maybe related to #89?

I fixed the problem on rc.aodn.org.au/imos and added a change in the Portal code to help prevent it from happening again.
