Adding layer to map after animateable layer stops load of animation #271

Steps to reproduce:

Open menu tree for this example I first added IMOS> ACORN> Near realtime data> Bonney Coast site> eastward sea water velocity to the map and then while this was still loading I decided I'd like to also add the Argo floats to the map (which then became the active layer) I then clicked on the animated layer to activate the animation panel again

What should happen The animation panel is claickable and able to actually start the animation going

What does happen:

The panel is sort of greyed out and cannot click to activate it.
