Animatable layers not zooming or handling map move

Steps To Repeat

• add a layer from a ncWMS server
• zoom the map

What I Expect To Happen

• The layer zooms along with the baselayer

What Actually Happens

• The layer doesn’t resize or displays randomly

This can be triggered by closing the left details panel and re-opening and moving the map or other combinations.
